Position Overview

We are seeking a Senior Mainframe Developer to support the design,
development, testing, and maintenance of enterprise-level mainframe applications.
The ideal candidate will have extensive experience working in IBM Mainframe z/OS
environments and a strong background in COBOL, JCL, TSO, CICS, VSAM, and DB2 for z/OS.

This role requires a senior technical resource with experience leading complex IT efforts,
collaborating with statewide stakeholders, and supporting large-scale system integration
initiatives. Experience with Medicare, Medi-Cal, California Health and Human Services
programs, and state systems is highly preferred.

Mandatory Qualifications

The candidate must meet the following minimum qualifications:

  • Minimum of ten (10) years of experience working within multiple, diverse technical configurations, technologies, and processing environments.
  • At least four (4) years of experience in a lead capacity.
  • Minimum of five (5) years of experience developing technical solutions, including privacy and security, standards development, and statewide stakeholder collaboration.
  • Minimum of five (5) years of experience developing and testing in the IBM Mainframe z/OS environment.
  • Minimum of five (5) years of experience developing and maintaining applications using COBOL.
  • Minimum of five (5) years of experience utilizing Job Control Language (JCL).
  • Minimum of five (5) years of experience utilizing Time Sharing Option (TSO).
  • Minimum of five (5) years of experience utilizing and/or developing Customer Information Control System (CICS) applications.
  • Minimum of five (5) years of experience developing and maintaining applications using Virtual Storage Access Method (VSAM) files.
  • Minimum of five (5) years of experience developing and maintaining applications using DB2 for z/OS.
  • Minimum of five (5) years of experience utilizing Microsoft Office tools, including Visio, Word, Excel, and Project.
  • Minimum of one (1) year of experience with Agile/SCRUM system development methodologies.
  • Minimum of one (1) year of experience working with Medicare and/or Medi-Cal.
  • Minimum of two (2) years of experience supporting large-scale integration of a centralized state system with numerous geographically diverse local systems and organizations.

Desirable Qualifications

The following experience is preferred:

  • Experience or familiarity with:
    • Enterprise Architecture (EA)
    • Medicaid Information Technology Architecture (MITA)
    • Enterprise Service Bus (ESB) technology
    • Service Oriented Architecture (SOA)

  • Minimum of three (3) years of experience or familiarity with one or more of the following systems:
    • Medi-Cal Eligibility Data System (MEDS)
    • Child Health and Disability Prevention Gateway
    • Major Risk Medical Insurance Board Administrative Vendor
    • Maximus
    • CA-Medicaid Management Information System
  • Minimum of two (2) years of experience working with California Health and Human Services and/or other State Agencies.
  • Minimum of three (3) years of experience using specialized software for analyzing, developing, and/or testing Web Services interfaces, such as:
    • Tech Writer for Web Services
    • oXygen XML Developer
    • SOAP UI Pro
  • Minimum of three (3) years of experience applying industry standards and best practices when designing technical solutions.
  • Minimum of three (3) years of experience and knowledge of Medi-Cal business rules.

Key Responsibilities

The Senior Mainframe Developer will be responsible for:

  • Designing, developing, testing, and maintaining mainframe applications in an IBM z/OS environment.
  • Developing and maintaining applications using COBOL, JCL, TSO, CICS, VSAM, and DB2 for z/OS.
  • Supporting technical solution development with a focus on privacy, security, standards, and stakeholder collaboration.
  • Participating in Agile/SCRUM development activities.
  • Supporting system integration efforts between centralized state systems and geographically diverse local systems.
  • Providing programming support for large-scale enterprise IT projects.
  • Collaborating with technical teams, business stakeholders, state agencies, and external partners.
  • Preparing technical documentation, design specifications, and project-related materials.
  • Applying industry standards and best practices to ensure scalable, secure, and maintainable solutions.

Preferred Candidate Profile

The ideal candidate is a senior-level mainframe professional with strong technical
leadership skills, hands-on development experience, and a proven ability to support
complex state healthcare technology environments. Experience with Medi-Cal, Medicare,
MEDS, MITA, SOA, ESB, and large-scale system integration projects is highly desirable.
